RE: Information Asymmetry in Alberta’s Forward Market – Seeking Solutions

Pursuant to the Electric Utilities Act, the Market Surveillance Administrator (MSA) has the mandate to issue guidelines in furtherance of fair, efficient, and openly competitive electricity markets.  In this regard, the MSA issued a report – MSA Trading Practices Guideline (TPG) - concerning the use of asset outage information for trading in the forward market on February 18, 2004.  The MSA indicated that the TPG will be supported by an implementation plan whose details would be proposed in a companion document to the TPG report.  

The MSA is today issuing its follow-up report - “Information Asymmetry in Alberta’s Forward Market – Seeking Solutions.”  The Information Disclosure Procedure (IDP) outlined in this report is in support of the TPG.  The report outlines an Interim IDP, which will commence March 8, 2004, and proposes, for discussion with market participants, a framework for developing a revised IDP which may replace the Interim IDP on an on-going basis.  The IDP is designed to assist market participants with their TPG compliance requirements by facilitating the disclosure and publication of outage information.
